Perubahan dalam Sistem Cukai Perkhidmatan

Cukai perkhidmatan ini merupakan aspek penting dalam sistem cukai Malaysia. Cukai ini yang memberikan sumbangan kepada ekonomi negara. Sebelum ini, ia dikenali sebagai Goods and Services Tax (GST), tetapi pada tahun 2018, GST telah digantikan dengan Sales and Service Tax (SST). 


Cukai perkhidmatan adalah bayaran yang dikenakan ke atas perkhidmatan tertentu, dikenali sebagai 'perkhidmatan bercukai.' Bagi sesiapa yang menyediakan perkhidmatan bercukai melebihi nilai ambang yang ditetapkan, mereka perlu berdaftar di bawah Akta Cukai Perkhidmatan 2018 (ACP 2018) sebagai 'orang berdaftar.'

Menteri Kewangan telah menetapkan peningkatan kadar cukai perkhidmatan dari 6% kepada 8% bermula 1 Mac 2024 untuk semua perkhidmatan bercukai sedia ada, kecuali untuk perkhidmatan makanan dan minuman, telekomunikasi, penyediaan ruang letak kenderaan dan perkhidmatan logistik. Tapi ini bukan bermakna mereka yang dikecualikan ini tidak akan dikenakan cukai, tetapi kadar cukai yang dikenakan ke mereka tetap pada 6% sahaja. Maklumat ini telah diumumkan semasa penyampaian belanjawan tahun 2024 oleh Perdana Menteri kita, Dato Sri Anwar Ibrahim.


Cukai ini berperanan sebagai sumber pendapatan kepada kerajaan untuk menyokong pelbagai perbelanjaan dan projek pembangunan. Dengan pemahaman yang kukuh mengenai konsep dan pelaksanaan cukai perkhidmatan, rakyat dan perniagaan dapat menyumbang secara lebih efektif kepada kemajuan ekonomi negara.

Cukai perkhidmatan ini merangkumi pelbagai jenis perkhidmatan, termasuk perhotelan, pendidikan swasta, perundingan profesional, dan banyak lagi. Ia dikenakan ke atas nilai tambah perkhidmatan yang diberikan, dan kebanyakan perniagaan diwajibkan untuk mengutip dan menyampaikan jumlah cukai ini kepada Jabatan Kastam Diraja Malaysia (JKDM).


Apakah jenis perkhidmatan yang boleh dikenakan cukai?

Jenis perkhidmatan yang kena di bayar cukai disenaraikan dalam Jadual Kedua Peraturan-Peraturan Cukai Perkhidmatan 1975 seperti berikut

Perkhidmatan Logistik, penghantaran atau pengedaran atau pengangkutan barang,dokumen atau bungkusan termasuk dengan menggunakan platform E-Dagang atau bagi pihak mana-mana orang, perkhidmatan kiriman cepat dan ejen kastam adalah dikategorikan sebagai perkhidmatan bercukai di bawah Kumpulan J. Ia adalah kadar cukai perkhidmatan baharu yang hanya melibatkan bayaran cukai sebanyak 6% sahaja.

Cukai perkhidmatan memainkan peranan penting dalam menentukan kadar pertumbuhan ekonomi negara. Walaupun ia boleh memberi tekanan kepada rakyat yang kurang berkemampuan, terdapat langkah-langkah bantuan yang diperkenalkan oleh kerajaan untuk merangsang aktiviti ekonomi. Bagi perniagaan, pemahaman yang baik tentang cukai perkhidmatan adalah kunci untuk mengelakkan sebarang komplikasi dan penalti yang mungkin timbul.
